The process
From a plot of land to a use permit
Most people who come to us own a plot and have no idea what happens next. This is the whole route, in the order it happens, with the timings we actually see. Every project differs — a coastal plot in Budva is not a plot in Podgorica — but the sequence does not.

Plot and planning check
Typical duration: 1–2 weeks
- What we do
- We pull the planning conditions for your plot and tell you what may actually be built on it: footprint, floors, height, setbacks, parking, and whether anything blocks construction. This is the step that saves people from buying the wrong land — and the one most often skipped.
- What you provide
- Title deed (list nepokretnosti), plot number, cadastral municipality.

Concept design
Typical duration: 2–4 weeks
- What we do
- We produce a concept that fits both your brief and the planning envelope — layout, massing, floor areas. You approve it before anything detailed is drawn, so changes are cheap.
- What you provide
- Your brief: how many units or rooms, what standard, your budget range.
- 03
Main design and technical documentation
Typical duration: 6–10 weeks
- What we do
- Architectural, structural, electrical and mechanical designs are prepared and coordinated into one package, together with the technical documentation the permit application requires.
- What you provide
- Approval of the concept, plus decisions on standard and materials.
- 04
Design review (revizija)
Typical duration: 3–6 weeks
- What we do
- An independent licensed reviewer checks the design. We answer their remarks and issue the corrected package. Budget for at least one round of comments; it is normal, not a setback.
- What you provide
- Nothing — we run this.
- 05
Building permit
Typical duration: 1–3 months
- What we do
- We assemble and lodge the application, track it with the authority, and handle requests for additional documents. The utility contribution is usually the largest single line here and is charged per built m².
- What you provide
- Signatures, and payment of the utility contribution (komunalije).
- 06
Construction
Typical duration: 8–18 months
- What we do
- Site setup, structural works, envelope, installations and finishes. You get a schedule, regular progress reporting with photographs, and quality control at each stage. We keep the site diary and payment documentation the law requires.
- What you provide
- Staged payments against progress.
- 07
Technical acceptance (tehnički prijem)
Typical duration: 3–8 weeks
- What we do
- A commission inspects the finished building against the permitted design. We prepare the as-built documentation, attend the inspection and close out any remarks.
- What you provide
- Nothing — we run this.
- 08
Use permit (upotrebna dozvola)
Typical duration: 2–6 weeks
- What we do
- With acceptance passed, the use permit is issued and the building can be registered and legally occupied, sold or rented. We hand over the complete document set.
- What you provide
- Signatures.
Timings assume a plot with clean title and no planning dispute. Coastal municipalities are generally slower than inland ones, and August is effectively a lost month everywhere.
